Ukraine vote panned, praised

KIEV — International observers criticized Ukraine's presidential election yesterday, saying the race did not meet standards, but a group of former U.S. congressmen said they had found the vote to be free and fair.

But observers from Russia and the Commonwealth of Independent States said Ukraine's race was free and fair. So did a group of former U.S. congressmen who visited 75 polling places in Odessa, Donetsk and Kiev.

"The elections took place within the framework of the law," said Bob Carr, a former Democratic congressman from Michigan, according to the Unian news agency. "They were transparent and the violations that were reported don't put in doubt the wishes of the voters."

Mr. Yanukovych, who welcomed the results from Sunday's race, said it was important to rectify issues before the runoff.

    Local Jew to monitor Ukrainian election

    A Jewish emigrant from Ukraine now living in Alexandria is headed to his native land this week, leading a delegation to monitor this Sunday's presidential election.

    Alex Kiselev, an investment manager in his 30s who has been in the States since 1992, is Ukrainian Prime Minister Viktor Yanukovych's U.S. strategy counselor.

    Yanukovych is running against Viktor Yushchenko in a race that has been described as fraught with drama, intrigue and invective.

    Kiselev says he supports the prime minister in a number of areas. "I think he'll be a strong president," he said, noting Yushchenko has "a spotty record in minority rights."

    Kiselev is also concerned that Yanukovych is not getting a fair hearing in the States, complaining that Ukrainian Diaspora groups that lobby in this country and support Yushchenko came following World War II and lived in Ukrainian areas where many residents were Nazi collaborators.

    Kiselev's delegation includes former members of Congress Bob Carr (D-Mich.), Ronald Coleman (Texas) and Peter Barca (Wisc.), all Democrats.
