Duration: At least until end of 2007 with 3-month probation period
Full/Part time: Full time
Duty Station: Simferopol, Crimea, Ukraine

Duties & Responsibilities:
The Finance Assistant will work under the overall supervision and guidance of the CIDP International Programme Coordinator (IPC), the direct supervision of the Senior Administrative/Finance Assistant; the Finance Assistant will be responsible for:
- Screening and processing all CIDP vouchers (cash payments, travel advance, travel claims, bank transfers, deposits, payroll etc.) in Atlas under supervision and guidance of the Senior Finance Assistant ensuring funds availability in accordance with approved CIDP work plan, accuracy of Atlas entries and compliance with UNDP Finance Policies and Procedures.
- Preparing bank transfer requests in the Client-bank system according to Ukrainian banking and accounting regulations.
- Providing inputs to the preparation of monthly and quarterly disbursement reports and other financial reports for donors and CIDP management.
- Preparing on time monthly Imprest Account statements for UNDP Kyiv.
- Preparing monthly financial reports for UNDP Kyiv (printing and sorting out vouchers and bank transfer requests, collecting supporting documents for the report and for VAT reimbursement).
- Providing timely and accurate financial support to CIDP sub-projects when required.
- Reviewing financial reports from Community Organizations, NGOs and other contractors, follow up and monitoring on payments/installments.
- Maintaining project expenditures and commitments shadow budget through regular reconciliation, advises management on project budget and funds availability, monitors Programme budget and financial reporting system.
- Briefing and assisting staff, experts and consultants on basic financial procedures and requirements with respect to payments, entitlements, banking and currency provisions and other requirements related to accounts and finance of CIDP
- Acting as a cash custodian by maintaining regular cash control and cash on hand report, arranges timely depositing of unused funds to CIDP account from COs and NGOs.
- Maintaining and regularly updating the finance/treasury records and filing system of CIDP.
- Assisting in budget estimation and preparing budget revisions.
- Performing other duties as assigned by CIDP management.

Qualifications:
- University degree or equivalent in Finance/Accounting, Economics or Business Administration
- Knowledge of existing Ukrainian accounting and finance regulations
- Good command of analytical and communication skills
- At least 2 years of progressively responsible experience within the United Nations system or in the private sector at the national or international level. Intensive work experience in complex account and other budget and finance operations is required.
- Fluency of Ukrainian and Russian, Proficiency in English is a must.
- Experience with International Organizations/NGOs is asset
- Computer skills: MS office package, experience on ERP people soft is an advantage.
