Martens concerned about serious violation of democratic standards in Ukraine
Brussels, 6 November 2003
EPP President Martens expressed his worries about the recent provocations and serious legal offences of the Presidential administration carried out against the democratic opposition in Ukraine.
Those were carried out during the congress of Victor Yushchenko’s “Our Ukraine” Coalition in Donetsk on 29 – 31 October. The “Our Ukraine” Congress should take place exactly one year before the upcoming Presidential Elections and form the start of the election campaign and present Victor Yushchenko to the Eastern region of Ukraine as candidate with the highest support among Ukrainian citizens.
The pro-presidential parliamentary majority on 4 November blocked a parliamentary motion of “Our Ukraine,” “Yulia Timoshenko’s Alliance,” and the “Socialist Party of Ukraine” to demand reports by the Minister of Internal Affairs, Minister of Science and Education, the Head of the Ukrainian Security Services on numerous violations of human rights and Ukrainian laws by the Donetsk Oblast Administration.
EPP President Martens: “The events in Donetsk raise concerns that the Government and the Presidential Administration will use administrative resources to hinder the opposition from its political work and campaigning. I am deeply concerned over the organization of free, fair and democratic Presidential Elections next year. While the Ukrainian President and Government declare to the international community their European choice and commitment to European values and principles, they do not ensure the respect of these principles in their own country. Such undemocratic shortcomings cannot lead Ukraine closer to the European family.”
“The European People’s Party will continue to monitor closely the development of democracy, freedom of press and political life, and especially the treatment of the oppositional parties and politicians by the state institutions ahead of the Presidential Elections 2004,” Martens said further. “We urge the European Union, the Council of Europe and the OSCE to draw the necessary conclusions from the incidents and use all their influence on the Ukrainian President and Government to bring about normal standards of democratic political life in Ukraine and ensure long-term observation of the pre-electoral period, preparations and carrying out of the Presidential Elections.”

Майдану! Хлопці -- починаю разварот в Євросоюзі по Доне
Мартенс -- це Президент Європейської Народої партії, яка сстановить більшість у Європарламенті. Це крутіше Вірсми, Солани,Патена і Проді.Давайте зробим добре діло. Там жеж серйозна заява. А сьогодні я з ним зроблю інтерв"ю. Воно піде в ефір на радіо "Свобода". Це ж Капець. В Україні Литвин відмазується це питання розглядати, а Європейський парламент розглянув і засудив дії влади в Донецьку. Та ще й як розніс українську "дерьмократію".

Заява пана Мартенса, Президента Європейської Народної Партії, що має найбільшу фракцію у ЄвропарламентіПодії в Донецьку викликають занепокоєння щодо того, що уряд і адміністрація президента застосовуватимуть адміністративний ресурс для перешкоджання опозиції в її політичній діяльності, перешкоджання політичним кампаніям опозиції.
Велику стурбованість викликає в мене ситуація з проведенням наступного року вільних, чесних і демократичних виборів президента. Хоча президент та уряд України декларують їхній європейський вибір і відданість європейським цінностям і принципам у зверненнях, адресованих світовій спільноті, у власній країні вони не забезпечують дотримання цих принципів. Таки недемократичні кроки не можуть наблизити Україну до Європейської спільноти.

“Європейська Народна Партія продовжуватиме уважно відстежувати розвиток демократії і свободи преси та політичної діяльності, і особливо дії органів влади по відношенню до опозиційних партій та політиків напередодні президентських виборів 2004 р. Це дійсно сильна заява
Це означає, що в Європі дуже вчасно зуміли розгледіти головну небезпеку (бажання недопустити демократичності майбутніх виборів). От якщо ще й дії їхні будуть такі ж чіткі... Адже недостатньо просто прислати десяток спостерігачів в день виборів і сказати обтічно "були деякі порушення". Діяти треба вже! І це хороший сигнал.
