TERMS OF REFERENCE
* Programme Title: UNDP Crimea Integration and Development Programme (CIDP)
* Post Title: Senior Administrative/Finance Assistant
* Duration: Until 31 December 2007, with a 3-months probation period and the possibility of yearly extensions
* Duty Station: Simferopol, Crimea
Background:
The main goal of UNDP’s Crimea Integration and Development Programme (CIDP) is to foster sustainable human development in a manner that contributes to the maintenance of peace and stability in Crimea through initiatives aimed at preventing interethnic violence and enhancing peaceful coexistence among different ethnic groups.
This includes the following five sub-goals:
* Promote good governance and integration by encouraging citizens of multi-ethnic communities to actively participate in improving living conditions in partnership with local authorities
* Reduce marked economic disparities between underprivileged groups and the rest of the population by promoting income and employment creation with special emphasis on entrepreneurship and small and medium enterprise development
* Increase tolerance and social cohesion through education and culture
* Improve quality and accessibility of basic infrastructure and social services in needy areas
* Increase responsiveness to potential conflict areas through the setting up of a Human Security Monitoring System
CIDP works in a very decentralized environment whereby major financial and administrative functions and responsibilities are delegated from the UNDP Country Office to the Programme Office in Simferopol. The programme currently has an annual budget of around USD 3 million and 50 staff members.
Duties and Responsibilities:
The Senior Administrative / Finance Assistant will work under the direct supervision of the CIDP International Programme Co-coordinator (IPC) and will be responsible for managing CIDP’s administrative and financial operations, including financial and human resources management, efficient procurement, logistical and ICT services ensuring consistent and efficient services delivery to CIDP’s programme department; consistency of CIDP operations with UNDP rules and regulations. The incumbent maximizes CIDP’s performance in operations and promotes innovation.
The Senior Administrative / Finance Assistant supervises the staff of the Administration / Finance Unit and works in close collaboration with the Regional Development Advisor, programme staff, the UNDP Country Office, UNDP headquarters and Government officials to successfully deliver operations services thereby supporting the achievement of the programme’s objectives as specified in the CIDP Programme Strategy.
Specifically, the Senior Administrative / Finance Assistant will be responsible for:
1. Contributing to the strategic direction of CIDP operations, as a member of the CIDP management team, including
* advising CIDP management on administrative and financial matters as well as necessary adjustments in CIDP’s operations;
* regularly reviewing CIDP’s administrative and financial practices and processes, making recommendations for improving their effectiveness and efficiency and revising CIDP business processes and operating procedures if necessary; staying abreast of UNDP corporate rules and regulations as well as best practices in the area of administration and finance;
* planning and organizing operations staff trainings, and synthesis of lessons learnt/best practices;
* providing full support to project evaluation and audit missions.
2. Ensuring the day-to-day management of administrative and financial operations of CIDP in accordance with UNDP rules and regulations and relevant manuals, including preparation and implementation of a unit work plan outlining the responsibilities of each staff member and the overall maintenance of the administrative, financial and accounting system of CIDP.
3. Ensuring effective and accurate financial resources management, including
* proper planning, expenditures tracking and audit of financial resources in accordance with UNDP rules and regulations; routinely monitoring of financial exception reports for unusual activities, transactions, and investigating anomalies or unusual transactions; informs IPC accordingly;
* preparation and monitoring of operations budget, assisting in preparation of project budget and maintaining necessary budgetary controls and records;
* preparation of requests for financial authorization and replenishments to UNDP country office in accordance with the approved project budget; liquidity management;
* processing of payment requests and payments within the limits of the financial authorizations provided;
* preparation of accurate financial reports, including monthly and quarterly disbursement reports and financial reports for donors;
* monitoring and managing CIDP donor funds flow by insuring that all donor funds are entered into the system according to signed agreements and disbursements are made accordingly;
* management and monthly reconciliation of the CIDP bank accounts;
* performing duties of Certifying Officer and Bank Signatory;
* maintaining a petty-cash system with accurate petty-cash records.
4. Ensuring strategic procurement and human resources management in accordance with corporate human resources and procurement policies and strategies; oversight of recruitment and procurement processes, including the development and implementation of CIDP’s sourcing strategy, selection and evaluation of contractors, quality management and performance measurement; and proper management of CIDP’s assets and facilities.
5. Ensuring efficient logistical and other administrative services, including travel arrangements, facilitating missions, vehicle control, office maintenance, reception and registry services.
6. Ensures effective use of information and communications technology, including the maintenance of a secure and reliable ICT infrastructure, adequate planning for disasters and recoveries, content management and knowledge sharing using internet and intranet; electronic filing.
7. Assisting the UN Field Security Officer for Crimea in implementing security procedures, monitoring security, preparing security reports and handling security incidents.
8. Keeping accurate electronic and paper filing, information and records systems.
9. Liaising with the UNDP country office on all administrative and financial matters.
10. Perform other duties as assigned by CIDP management.
Experience & Qualifications:
1. University degree in business or public administration or other related fields; specialized training in administrative / financial management would be an asset.
2. At least three years of progressively responsible experience in the field of administration, finance and/or project management; experience in working with international organizations is an asset.
3. Excellent analytical, negotiating, management, organizational, and communication skills
4. Experience in the usage of computers and office software packages (MS Word, Excel, etc); ability to quickly learn new applications; knowledge of Enterprise Resource Planning systems would be an asset.
5. Capacity to transfer knowledge, motivate people and to build relationships with colleagues, partners, beneficiaries, government authorities, donor organizations and other stakeholders.
6. Ability to work in a team, creative and problem-solving disposition, willingness to take initiative, good inter-personal skills
7. Ability to work effectively in a multi-ethnic and multi-cultural environment
8. Ability to work under pressure, meet deadlines, and handle multiple tasks simultaneously and accurately, strong delivery orientation.
9. Ability to speak and write in English, Russian and preferably Ukrainian
10. Affinity with United Nations’ mandate and principles.
