Project Title: UNDP Crimea Integration and Development Programme (CIDP)

Post title: Governance Advisor/Governance Team Leader

Duration: Until 31 December 2008, with a 3-months probation period and the possibility of annual extensions

Duty Station: Simferopol, Crimea

Introduction:

Responding to the changing development situation in Crimea over the last 10 years, CIDP applied different approaches in different programme phases to achieve its objective of integration and development in Crimea. During its fourth phase (2005 — 2007), CIDP started to incorporate the earlier community-based development interventions with an integrated approach to regional development in Crimea that goes beyond the community level to intervene at the policy level. Building on that, the main goal of CIDP’s fifth phase is to strengthen the structures and processes in Crimean society for developing and implementing long-term solutions to peace and stability in Crimea and for promoting integrated regional development.

The following are the main directions of the programme:


1. Increased participation of Crimean citizens and their respective organizations in state planning and policy processes

2. Promoting collaborative initiatives among various development partners to jointly meet challenges related to public service delivery, namely in the area of rural water supply and education.

3. Development of a market driven agricultural cooperative sector in Crimea

4. Increased capacity of key representatives of the different ethnic and political groups in Crimea, the ARC Government and Crimean society at large to engage in constructive dialogue and consensus-building on potential solutions for the complex problems Crimea is facing, to adequately and timely respond to early signs of possible tension, instability and social conflict and to design programmes and policies that are sensitive to the interests and concerns of the different groups of Crimean society.

5. Increased tolerance and social cohesion in Crimean society by reducing discriminatory attitudes with respect to ethnic minorities through the education system.

CIDP is a multi-donor funded programme with an annual budget of approximately USD 3 million, implemented by around 50 local and international staff members.

Responsibilities and Duties:

The Governance Advisor will work under the direct supervision of the CIDP International Programme Co-coordinator (IPC) and will be primarily responsible for managing CIDP’s Governance Team and implementing CIDP’s phase V programme strategy in the area of good governance. CIDP’ strategy in this area is focused on the following outputs:

· Facilitating the participation of Crimean citizens and their respective organizations in state planning and policy processes through i) capacity development interventions in support of community-based development and creating more receptive Government counterparts, ii) strengthened strategic planning, and iii) institutionalization of State/Citizen interaction.

· Promoting collaborative initiatives among various development partners (government, private sector and civil society organizations) to jointly meet challenges related to public service delivery, namely in the area of rural water supply and education. This will encompass: i) creation of supportive regulatory and institutional frameworks for rural water supply services through improve partnerships between communities and the Crimean officials, ii) capacity development efforts for all actors in maintaining and sustaining basic infrastructure, and iii) strengthened mechanisms for investments in rural service delivery.

The Governance Advisor will directly supervise the technical specialists of the Governance Team and work in close collaboration with the CIDP Operations Manager, the UNDP Country Office, donor agencies and relevant Government counterparts and target communities to achieve the programme’s objectives as specified in the CIDP Programme Strategy.

With regard to the strategy, outcomes, outputs and activities specified in CIDP’s Programme Strategy and individual governance-related CIDP Project Documents, the incumbent will

1. Ensure overall quality, consistency and timely delivery in programme implementation in close coordination with relevant Government counterparts. Develop further and implement CIDP’s programme strategy as well as prepare policy papers for individual aspects of this strategy. Extract and document practical guidelines and lessons learned from CIDP’s interventions.

2. Prepare the work plan and budget of the Governance Team in line with CIDP’s Results and Resources Framework and monitor overall progress towards outputs and outcomes in accordance with CIDP’s Performance Measurement Plan.

3. Promote CIDP’s objectives, concept and methodology at different levels of governments (national, republican, districts and Village Councils), with community organizations and within UNDP and the wider development community.

4. Provide technical support to the Crimean and local level governments in CIDP’s fields of intervention.

5. Prepare substantive reports from the programme, provide technical inputs for the preparation of high-quality funding proposals to donors and assist the IPC in further developing the strategy and conceptual framework of the programme and individual projects.

6. Cooperate with the CIDP Communications Specialist in public relations activities and the preparation of reports and information materials about the programme.

7. Cooperate with the CIDP Operations Manager in overall programme implementation, preparation of reports and in assuring proper operational, financial and administrative management of the projects, as well as adherence to UNDP rules and procedures.

8. Perform other duties as assigned by the International Programme Coordinator.

Qualifications:

1. Master’s degree in development studies, social sciences and/or related fields.

2. At least five years of practical experience in working on democratic governance and regional development, preferably in the areas of strategic planning and public service delivery.

3. Capacity to motivate people and to build relationships with partners, Governments and other stakeholders.

4. Experience in providing in working with and advising (regional) Governments.

5. Excellent interpersonal, management and leadership skills. At least three years of management experience.

6. Sound analytical, organizational, project management and negotiation skills and the ability to conduct training and workshops/seminars.

7. Proven ability and skill to work under high pressure, with strong delivery orientation.

8. Excellent command of English and good command of Russian or Ukrainian languages and of word processing, spreadsheet and other computer programmes.

9. Excellent writing, presentation and communication skills.

10. Ability to work effectively in a multi-cultural team.

11. Affinity with United Nations mandate and principles.

Background:

The main goal of UNDP’s Crimea Integration and Development Programme (CIDP) is to foster sustainable human development in a manner that contributes to the maintenance of peace and stability in Crimea through initiatives aimed at preventing interethnic violence and enhancing peaceful coexistence among different ethnic groups. This includes the following five sub-goals:

- Promote good governance and integration by encouraging citizens of multi-ethnic communities to actively participate in improving living conditions in partnership with local authorities

- Reduce marked economic disparities between underprivileged groups and the rest of the population by promoting income and employment creation with special emphasis on entrepreneurship and small and medium enterprise development

- Increase tolerance and social cohesion through education and culture

- Improve quality and accessibility of basic infrastructure and social services in needy areas Increase responsiveness to potential conflict areas through the setting up of a Human Security Monitoring System

CIDP works in a very decentralized environment whereby major financial and administrative functions and responsibilities are delegated from the UNDP Country Office to the Programme Office in Simferopol. The programme currently has an annual budget of around USD 3 million and 50 staff members.

Duties and Responsibilities:

The Operations Specialist will work under the direct supervision of the CIDP International Programme Co-coordinator (IPC) and will be responsible for managing CIDP’s administrative and financial operations, including financial and human resources management, efficient procurement, logistical and ICT services ensuring consistent and efficient services delivery to CIDP’s programme team; consistency of CIDP operations with UNDP rules and regulations. The incumbent maximizes CIDP’s performance in operations and promotes innovation.

The Operations Specialist supervises the administrative / finance staff and works in close collaboration with the Regional Development Advisor, programme staff, the UNDP Country Office, UNDP headquarters and Government officials to successfully deliver operations services thereby supporting the achievement of the programme’s objectives as specified in the CIDP Programme Strategy.

Specifically, the Operations Specialist will be responsible for:

1. Contributing to the strategic direction of CIDP operations, as a member of the CIDP management team, including

* advising CIDP management on administrative and financial matters as well as necessary adjustments in CIDP’s operations;
* regularly reviewing CIDP’s administrative and financial practices and processes, making recommendations for improving their effectiveness and efficiency and revising CIDP business processes and operating procedures if necessary; staying abreast of UNDP corporate rules and regulations as well as best practices in the area of administration and finance;
* planning and organizing operations staff trainings, and synthesis of lessons learnt/best practices;
* providing full support to project evaluation and audit missions.

2. Ensuring the day-to-day management of administrative and financial operations of CIDP in accordance with UNDP rules and regulations and relevant manuals, including preparation and implementation of a team work plan outlining the responsibilities of each staff member and the overall maintenance of the administrative, financial and accounting system of CIDP.

3. Ensuring effective and accurate financial resources management, including

* proper planning, expenditures tracking and audit of financial resources in accordance with UNDP rules and regulations; routinely monitoring of financial exception reports for unusual activities, transactions, and investigating anomalies or unusual transactions; informs IPC accordingly;
* preparation and monitoring of operations budget, assisting in preparation of project budget and maintaining necessary budgetary controls and records;
* preparation of requests for financial authorization and replenishments to UNDP country office in accordance with the approved project budget; liquidity management;
* processing of payment requests and payments within the limits of the financial authorizations provided;
* preparation of accurate financial reports, including monthly and quarterly disbursement reports and financial reports for donors;
* monitoring and managing CIDP donor funds flow by insuring that all donor funds are entered into the system according to signed agreements and disbursements are made accordingly;
* management and monthly reconciliation of the CIDP bank accounts;
* providing intensive training for CIDP staff in Atlas models
* performing duties of Certifying Officer and Bank Signatory;
* maintaining a petty-cash system with accurate petty-cash records.

4. Ensuring strategic procurement and human resources management in accordance with corporate human resources and procurement policies and strategies; oversight of recruitment and procurement processes, including the development and implementation of CIDP’s sourcing strategy, selection and evaluation of contractors, quality management and performance measurement; and proper management of CIDP’s assets and facilities.

5. Ensuring efficient logistical and other administrative services, including travel arrangements, facilitating missions, vehicle control, office maintenance, reception and registry services.

6. Ensures effective use of information and communications technology, including the maintenance of a secure and reliable ICT infrastructure, adequate planning for disasters and recoveries, content management and knowledge sharing using internet and intranet; electronic filing.

7. Assisting the UN Field Security Officer for Crimea in implementing security procedures, monitoring security, preparing security reports and handling security incidents. Services as security focal point for Crimea.

8. Keeping accurate electronic and paper filing, information and records systems.

9. Liaising with the UNDP country office on all administrative and financial matters.

10. Perform other duties as assigned by CIDP management.

Experience & Qualifications:

1. University degree in business or public administration or other related fields; specialized training in administrative / financial/complex budgeting / project management.

2. At least three years of progressively responsible experience in the field of administration, finance and/or project management; experience in working with UN/UNDP and international organizations is an asset.

3. Excellent analytical, negotiating, management, organizational, and communication skills

4. Experience in the usage of computers and office software packages (MS Word, Excel, etc); ability to quickly learn new applications; at least two years on hand experience and knowledge of Enterprise Resource Planning System (Atlas).

5. Capacity to transfer knowledge, motivate people and to build relationships with colleagues, partners, beneficiaries, government authorities, donor organizations and other stakeholders.

6. Ability to work in a team, creative and problem-solving disposition, willingness to take initiative, good inter-personal skills

7. Ability to work effectively in a multi-ethnic and multi-cultural environment

8. Ability to work under pressure, meet deadlines, and handle multiple tasks simultaneously and accurately, strong delivery orientation.

9. Ability to speak and write in English, Russian and preferably Ukrainian

10. Affinity with United Nations’ mandate and principles.
